I think one of the main problems is finding out so late about the proposal, just as happened with the granting of taxation authority to PIB. If an idea is good and worth discussing then we ought to be let in on it much sooner. Then at least the merits of the issue are debated, not sidelined by the hard feelings that "after the fact" disclosure can cause....
